The upcoming year looks to be one that will be filled with change and opportunity. I am excited to work together as we continue to make people our business. Together, we will put a laser-like focus on what it will take to attract, develop, engage and retain the workforce that serves the Commonwealth. Together, we can do so much. Happy New Year!

Workforce Management
2021 Biennial Compensation Report - Occupational Recruitment, Retention, & Market Position Analysis of the Commonwealth’s Classified Workforce
DHRM has submitted to the General Assembly the 2021 Biennial Compensation Report which identifies recruitment and retention workforce challenges by occupation, and presents overviews of the Commonwealth’s market position compared to similar jobs in private industry and other public sector organizations. It also analyzes the impact of several economic conditions affecting the Commonwealth’s workforce including:
• Impact of the legislated minimum wage increases through calendar year 2023. • Current salary structure compression in pay bands 1-4. • Distortion of salary structure ratios in pay bands 5-9. • Current employee adjustment methodology versus a variable methodology.

The Evolution of Telework
Since first introduced in state government 20 years ago, telework has evolved and become an essential part of the Commonwealth’s workforce strategy. In support of the continued evolution of telework in state government, DHRM has completed updates to telework resources and tools. Commonwealth of Virginia Learning Center (COVLC) Update
We are excited to share that DHRM will be kicking off our upgrade project for the COVLC. We will begin with cleaning up the system in preparation of moving over to our new SaaS platform through our supplier. More information to come as things begin moving in the New Year! Required Employee Safety & Disaster Awareness Training
All Commonwealth of Virginia state employees are required to complete during their orientation and annually thereafter the Virginia State Employee Safety & Disaster Awareness Training. This training is available in the Commonwealth of Virginia Learning Center (COVLC) for completion.
As a result of legislation from the 2021 Special Session, this training now includes information about public health safety. In 2022, please be aware that state government employees are expected to complete this required training no later than April 1, 2022. Agencies should ensure that they communicate this requirement to agency staff and be sure that they are tracking completion of this training.

Civil and Work-Related Leave Policy Update
As a reminder, the state Civil and Work-Related Leave Policy has been revised to include eligibility for Officers of Election who have responsibilities related to electoral boards and checking of election results. See more...
Extension of Form I-9 Requirements
The Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE) have extended the Form I-9 requirements due to expire on December 31, 2021 until April 30, 2022 because of COVID-19. Please refer to the Temporary Policies Related to COVID-19 on the USCIS website.

Diversity, Equity and Inclusion Holiday Calendar Introduced
In continuing the importance of celebrating us, celebrating you, and celebrating our differences, the Office of Workforce Engagement proudly announces the debut of the 2022 DIversity, Equity, and Inclusion Holiday Calendar. While consisting of typical holidays, it also embraces lesser known celebrations. Take a look and learn as this educational calendar provides in-depth information regarding each holiday via an associated link. The current version will expand with inclusive holidays for subsequent months.
January is National Blood Donor Month
More than 50 years ago, President Richard Nixon signed a proclamation designating January as National Blood Donor Month (NBDM). The Red Cross says it is experiencing the worst blood shortage in over a decade. According to the organization, some hospitals have had to defer patients from major surgery, including transplants, because of the dangerously low blood supply. Please consider donating blood. DHRM partners with the Red Cross to set up state employee blood donation locations and dates. Visit the Red Cross website for more information and to register.

Human Resource Consulting Services
Please join us in welcoming Chris Kinney to DHRM as a Senior Workforce Planning Consultant on the Compensation and Workforce Analytics team. He has significant experience in Workforce Development, Leadership Development and data analysis. Chris was previously the Training and Development Manager for Christopher Newport University and also has experience working with Old Dominion University and the private sector. He holds an MBA from ODU and master’s degree in Industrial and organizational psychology from Adler. Chris is focused on his dissertation to complete a PhD in industrial and organizational psychology in 2022. When finished, he looks forward to having time to travel. First stop, Paris!

DHRM also welcomes Ponnette Smith, who will join us on January 10 as the new Director of Talent Management and Policy Services. Ponnette is a seasoned professional and leader who has worked in both the public and private sectors. She is highly adept in the areas of employee relations, leadership coaching and development, performance management, policy development, benefits, and human resources operations overall. She has a proven track record as a results-driven manager who has led numerous strategic HR initiatives. Ponnette recently served as Director of Employee Relations and Staffing for the Chesterfield County Public School System. Past employers include Bank of America and Capitol One. She received her masters of jurisprudence in labor and employment law from Tulane University Law School, and her bachelor of science degree in business administration from the University of Richmond. She is also certified as a Six Sigma Greenbelt.
